Is the street and nearby intersections known so I can look at it on Google Maps satellite view? If there’s no road or any other reason for that car to have been back there, then yes, the driver was attempting to ram the Presidential motorcade. Pretty stupid though, I guess he thought he’d jump that concrete drainage ditch like the Dukes Of Hazard or something?
It could have been a lot more interesting if he went slowly through that drain system. He would have came out of it and then he would have been shot to pieces.
