We have to do a lot of different things on a lot of different levels.You could start with intact black families, dads in the family, mommas getting married to the poppas, mamas having babies only with their husbands, families going to church, dads holding down jobs, getting off welfare and the democrat plantation, reinstilling respect for authority, dropping the "whitey be holdin' us down"chip on the shoulder, and kids getting decent educations without being accused of being an Oreo. Frankly, without those things, nothing else will make a dent in your crime problem. The problem isn't guns.

Yes, this is for real. Robbers, murderers, convicted felons, even the mob are all turning in their guns for the big bucks. It’s a good feeling places like St Louis is making their city safe again. St Louis is aware of many success stories such as Chicago, where guns are all but banned, and has one of the lowest murder rates in the world.

I wonder if that comment isn’t a libtardian psychological ploy to make people feel they should never have owned them in the first place, that the government is the only ones and is buying them back.

Well, back in 2013, MO passed a law that requires cities etc to have an ordnance in place to do such a thing, and then the firearms acquired must be offered for sale to FFLs after testing for ballistic match etc.
So, in an effort to circumvent the law, the city indeed passed a law, but the funds are not coming form the city, rather the Bar assoc and police assoc are putting up the funds, so the firearms will be tested and then disposed of.
What I have asked my state legislator is whether this is indeed lawful- can a non-ffl entity other than a bona fide government entity like the city or a PD or whatever, lawfully purchase firearms from people in such a manner without possessing a FFL?
I have not has a response and I probably won’t get one. Anyway.
I kinda think if I advertised that I was hosting a buy back program in my neck of the state, and was offering similar funds, that I would be pounced upon by some state or fed authority, even if my intent was to similarly destroy said firearms.....
Hey, maybe I’ll liquidate a few grand of assets and hold my own buyback program- same funds in exchange for useful arms ( of course, I would require that all arms bein working order for me to “buy back”). I would proclaim I was getting these arms off the streets too! Wonder what I would take in?

Here is the MO statute: 571.067. Surrendering a firearm to a political subdivision, valuable consideration prohibited, exceptions. No county, municipality, or other governmental body, or an agent of a county, municipality, or other governmental body, may participate in any program in which individuals are given a thing of value in exchange for surrendering a firearm to the county, municipality, or other governmental body unless: (1) The county, municipality, or governmental body has adopted a resolution, ordinance, or rule authorizing the participation of the county, municipality, or governmental body, or participation by an agent of the county, municipality, or governmental body, in such a program; and (2) The resolution, ordinance, or rule enacted pursuant to this section provides that any firearm received shall be offered for sale or trade to a licensed firearms dealer. The proceeds from any sale or gains from trade shall be the property of the county, municipality, or governmental body. Any proceeds collected under this subdivision shall be deposited with the municipality, county, or governmental body unless the proceeds are collected by a sheriff, in which case the proceeds shall be deposited in the county sheriff's revolving fund under section 50.535. Any firearm remaining in the possession of the county, municipality, or governmental body after the firearm has been offered for sale or trade to at least two licensed firearms dealers may be destroyed.
