Cell phones will give the dispatcher the phones location. If he called from a land line there are ways to spoof caller ID (yes even the system 911 has). Although there may also be apps that can conceal a cell phones location too.I'd put my money on a VOIP platform since this idiot apparently did these kinds of things as a service.
