I had never heard of the Dunnings-Krueger effect previously. When I looked it up... it is fascinating to me how accurately that it describes the behavior of many of my former co-workers. Especially during the last few years when I was in a more technically challenging position I found it incredible how many persons in upper management who had almost no ability to grasp even basic concepts related to our specialized Hazmat equipment.
As far as your hypothesis that fools are promoted to make it easier for competent but corrupt people to loot government coffers... I never saw anything like that. What I have seen are varying levels of corruption where good buddies, targeted minorities, and relatives have been given the answers to bizarre promotional and entrance exams. Also the interview and oral evaluation system was used to promote or hire whoever they wanted for whatever reason that they wanted.

The answer is The LORD. None of us should trust the arm of flesh. This is a life lesson for all of us, played out to the max with our President. I pray that he truly does have communion with our God in Jesus Holy Name and learns to trust Him, relying on Him alone. Them all else will work out for his good, and ours.
