I remember that citizen arrests were considered legal at one point, but I don't know if they are anymore. And if they are, does that apply to members of Congress when we're clearly seeing them perform acts of treason and sedition?
If they are, what is the process? Do we have to have a warrant? Or just approach the subject, inform them they are being arrested for sedition and treason, and then deliver them to the nearest police station?
Tread carefully - taking someone into “custody” could very well turn into a kidnapping charge or other such legal woe....the closest I would come would be to call the cops and explain the situation then maybe notify the person they are being turned in for such and such - would never try to apprehend unless the person needed to be stopped from violence against myself or another....

Bottom line. Don't Go There.
Not sure. Youd better let him go just in case.
ONLY if a crime has been committed that the deep-state wants to prosecute.
By the way... the Clinton's, along with many others, are immune from any prosecution.
Apologies... sorry for the sarcasm.. but it does seem to identify the situation.
There's no such thing in my state anymore. No more death penalty = no capital murder.
But, so are lies and disinformation. Example: "Hands up, don't shoot"!
Don’t try it in California, you Will go to Jail for a long time and have your assets seized, Criminals have just as much a right to practice their chosen profession in this State as the next guy.
It has to be a clear cut felony, in-progress, with imminent harm. Even then you are on shaky ground.

That. Any arrest is a seizure and that brings with it 4th amendment rights which opens you up to civil and criminal action.
But, hey, go for it, man. Just let us know so I can record what happens and laugh and watch it over and over.
Arrests of citizens are increasinly not legal.
