LOS ANGELES (AP) — The nation's largest legal marijuana market is struggling.
Illicit sales continue to thrive. A shaky supply chain has customers looking at barren shelves in some shops. There are testing problems. And a proposal to allow home marijuana deliveries in cities that have banned pot sales could lead to a courtroom fight.
A Los Angeles hearing Tuesday provided a window into the state's emerging cannabis economy, in which early enthusiasm for broad legal sales has been followed by anxiety and frustration across a swath of the industry.
The state's top marijuana regulator, Lori Ajax, said after the hearing that the state remains in a challenging transition period as it attempts to transform what was once a largely illegal market into a multibillion-dollar, regulated economy.
"Unfortunately, there is confusion out there," Ajax said.
California kicked off broad legal sales on Jan. 1, and since then temporary rules have governed sales, growing and manufacturing of everything from pot-spiked munchies to infused lotions and balms. The state is now considering changes to those rules, though it's likely to take months before any revisions go into effect.
At the hearing, dozens of marijuana business owners, industry lawyers, activists and consumers each got 90 seconds to tell Ajax what needed to be done to create a more orderly, fair and, hopefully, prosperous marketplace.

The dominant marketplace remains the unregulated.
Regulated pot sales die this fall when the personal grows are harvested, 6 plants for each adult, up to two adults per household.
It will be AT LEAST 1 million pounds of trimmed buds. And that's just the private legal harvest.

There needs to be a national system for legal marijuana asap.
I don’t use it, but I’m sure it’s confusing just what is allowed. There shouldn’t be such a guessing game about it.
If certain states or cities do not want to deal with marijuana in any way, then that should be known nationally.
I’ve heard many with prescriptions for their ailments or their children’s ailments are having a very difficult time obtaining what they need. I’ve heard that it really helps cancer patients with pain management or with developing an appetite to eat after a chemo treatment.
Legal weed is not such a good idea with the strong strains they have now . Add in the greed of politicians looking at tax windfalls and the stoned populace is more easily manipulated IMHO. Decriminalization is a logical step because it would take away huge costs via the courts and probation etc... Just my two cents .
A very strong dose for most normal adults is 100mg of hi-test bud, smoked.
That’s ~280 strong doses per ounce.
4,500 strong doses per pound.
At least 4.5 billion strong doses will be produced in California’s backyards, legally, this year.
Grandma and Grandpa are coming to visit for Christmas and they’re bringing California Sunshine with them.
Florida is having these issues with medical marijuana. The state mandated only a very few licensed growers who would have control over the entire distribution. State judge has just thrown that out saying the law creating this did not restrict the number of licenses. Then there is a prohibition against smoked marijuana which again is in court because there is no restriction other than in public places.
This comes back to the anti’s trying to stop what was already approved.
And all of the above is both legal and completely unregulated.

If that were true, then politicians, especially in blue states, would be leading the charge to legalize. That has not happened. The first 8 states to legalize did so by referendum.
Politicians are way out of step with the people on this issue.

Decriminalization at the Federal Level.
Each state should have universal laws that apply to every jurisdiction.
And any state should be able to continue prohibition if they wish.
It’s going to be another 7 to 10 years before all these phony obstacles are removed. Sort of the way it may have been after Prohibition was stopped.
MJ growers do need to learn how to share the local water and re-nourish the soils after a harvest. They must learn to respect property rights of other landowners. There have been Brown-Outs around Modesto due to growers using so much energy to provide light for their sprouts. So both sides need to learn about cooperation.
Every resident should be required to grow it.
Then no one would pay anybody for it legal or black market.
