That is part of the problem. The main reason however is the absolutely insane CARB regulations that prohibit burning when it is safe, during low mixing weather. So landowners are prevented from doing the necessary controlled burns of hazardous brush. Yet another reason is watershed regulations that prohibit roads, brush clearing and other land disturbance.
