Not a rail guy so I am honestly asking.

Why is it considered a falsification if the measurements are the same? How precise are the measurements supposed to be? Are we talking inches, quarters of an inch, 32nds ??

Can someone enlighten me?

Sounds like the Union inspectors repeatedly did a *copy and paste* for these fake inspection reports from their climate controlled office.

Apparently, too much to ask for the Union members to actually go out on the tracks.

So, if you have a tumor, or tooth cavity, and it gets bigger, but it's noted that it stays the same on a "report", does that matter?

Like wise, since the ties were noted as a problem, then it gets reported that it's staying the same, but in reality decaying and thereby getting closer to the failure that occurred, isn't that criminally negligent fraud?
