McConnell and Ryan obviously had the votes to override POTUS and fund the goverment. Between the Never Trump wing of the House and Dems plenty of votes to poke POTUS in the eye with a veto override. There wasn’t going to be a shut down so rather than fight that battle Trump preemptively waved the white flag now. Big mistake, IMO>

Republicans wrote and Trump signed into legislation banning use of DoD funds to build the wall. Not sure if that was just that year of funding or standing law.
