Obama worked throughout "his" shutdown to maximize the pain. Knowing the media will always blame the Republicans, he intentionally made the shutdown hurt normal Americans as much as he could.

The Democrats briefly considered fighting President Trump over his promise that tax returns would be distributed normally under the argument that all Americans should feel pain. I haven't heard much about this since Steny Hoyer was stomping his feet over it a couple of weeks ago. I guess they considered that perhaps the optics of withholding tax returns might not be so good.
