If Trump failed to act with regard to the invasion, he would be in violation of his oath of office.
He is on very strong Constitutional grounds here.
The NEA provides a congressional termination of a president till declaration of emergency. Congress must check and balance or a dictatorship is possible. The USSC has not declared the NEA of 1976 to be unconstitutional. Do you really want to dip that toe in the water? In the end Trump can veto the congressional joint resolution.

Nothing wrong with understanding those allied with you who disagree. It helps you persuade them to come to your side.
And Paul is persuadable; you just need to frame the issue for him to understand.
