As you've pointed out, viruses are tiny. Therefore, they're subject to Brownian diffusion, as a result of their Brownian motion, while within the mask. And then ...

Brownian diffusion is caused by collisions between particles and air molecules. The resulting random motion increases the probability of a particle contacting one of the filter fibers. From the edict:

“Individuals who are communicating or seeking to communicate with someone who is hearing impaired or who has another disability, where the ability to see the mouth is essential to communication, are not required to wear a mask; however, individuals should consider using another type of face covering such as a plastic face shield.”

They do address this; I wonder if other states have done so.

Van der Waals force pertains to the molecular or atomic level. It would have no bearing on a virus which is a structure of 100,000 to 150,000 atoms.

Why would anyone accept dictates from Dr. “Dickless”?

Can’t answer that one but the explanation for the sudden surge of “orders” is to create a diversion from the abysmal statistic that 68% of COVID deaths in Pennsylvania have occurred in nursing homes.

The HIGHEST percentage in the nation! NY is second at 49%.

The mask does not protect the user from the virus. The virus can pass through an N95 mask or simply enter through the eyes.

A mask minimizes the dispersion of particles if a person sneezes/coughs.

You can accomplish the same thing by sneezing/coughing into your hands and then washing them or by sneezing/coughing into your elbow.

There is NO NEED to wear a mask other than to assert control over the people.

If I enter a store and am challenged, I declare that I have a medical condition that prevents me from wearing a mask.

If someone asks me what condition, I state that medical privacy laws (HIPAA) will not allow me to disclose that information and it is illegal for them to demand such information.

Your doctor is full of shit.

The virus can enter through the eyes. A mask is not for the user’s protection.

A mask minimizes the dispersion of particles if the user sneezes/coughs.

Of course, that user is now walking around with an infected mask.

You can minimize the dispersion of particles by sneezing/coughing into your hands or elbow, like we were all taught as children. Wash your hands afterward and you are not walking around with a piece of cloth loaded with contagious material.
