Missiles are transported to Vandenberg because it would scare hell out of people driving along I-80 to see an ICBM suddenly leap out of a silo in Wyoming. It isn't just that. The Launch Facilities (LFs) out at Vandyland are special and can be reused whereas the operational LFs are made for one shot. They are destroyed during the launch. Also, the stages have to drop somewhere and the folks in the states west of the launch wouldn't be too pleased with a stage one landing on their Tesla, or Fido, or Billy or Suzy.
You are 100% correct writing the failure will allow for valuable insight into a possible failure mode or the possibility of some component aging and needing force-wide replacement.
