Looks like Rep. Roy is the only one who contacted HHS regarding they're "take-over" of Monoclonal antibody distribution. Wanted to contact to support him but am not in his state.
On the websites of most public officials, under the Contact tab, there is a way to send an email using a form. I checked his site and it asks you to put in your zip code to establish that you are a constituent. I have never seen an actual address listed for anyone I have contacted.
I just called his office to thank him. Told him i’m from NY and said, “I hope congressmen Roy points out the fact the biden administration is more than happy to punish Americans more then they punish the Taliban.”

I forget to suggest he compare biden’s actions to those of his buddy, andrew cuomo, and how cuomo’s nursing home policy resulted in the deaths of tens of thousands of NYers, while biden’s policy could result in the deaths of tens of thousands of Americans.
Anyone who calls congressman Roy’s office is free to use the comparison.
