The WHO can declare all the emergencies they like - US statues and our constitution determine what actions our government(s) take.

A governing convention is not any sort of treaty, it is a constitution.
Treaties need to be approved by the US Senate.
Doesn't matter if Biden signs it or not. Absent Senate approval, it's un-Constitutional.
