The now tunnels used to be the sidewalks before they filled in the area with sand as it used to flood back in the day. You can still take a tour of many of them (pretty cool!).
BTW - I had to check the date of this article. From the wording I thought that it was from the 1800’s as well.
They dug the tunnel to avoid NYC’s draconian COVID lockdowns. They were just discovered last year during construction.

The city sent over some cement trucks to seal up the tunnel, and people rioted, vandalizing the trucks. The police came to protect the trucks.
Ten people were arrested, one of whom had tried to pepper spray an officer.
It's clear the rioters were from the local Orthodox Jewish community. For that reason, some Freepers will defend them.
Another point. Since Jewish people are under attack now, they'd probably want an escape route in case the Temple was attacked.
What is the building next door that has a women's section?

The tunnel was opened in the other building under the women's section. I was horrified when they started pulling down the paneling in the synagogue. I like old stuff, ok?
Originally it was a medical office. There was probably a connection to the building next door and was later sealed up and covered with paneling. Bricks and cinder blocks are too straight. Cinder blocks must have been added later to close the connection.
Also, it probably was an alleyway between two buildings, not a tunnel.

They were pulling out mattresses that appear to be stained with feces or blood.
I’ve been in some of the Portland tunnels, back in the ‘70s. They’re all over downtown.
