Oak Brook, a Chicago suburb, has faced a string of criminal incidents involving migrants residing in or near the Windy City. Over the previous year, more than 175 migrants were arrested with 47 migrants arrested from October 23 to January 17 alone. These arrests were primarily for property crimes, according to Brian Strockis, Chief of Police for the Oak Brook Police Department.
Most arrests were related to charges of retail theft and burglary. Sometimes these migrants are already being monitored by ICE. For example Jaime Ubaldo Obando-Andrade, an Ecuadorian migrant from Chicago. Obando-Andrade were accused of stealing over $3,000 worth of merchandise and circumventing Immigration and Customs Enforcement (ICE) supervision by removing his electronic monitoring device.
On January 13, Oak Brook officers responded to a retail theft call at a local Macy's store, leading to Obando-Andrade's arrest. A subsequent search of his vehicle uncovered stolen merchandise, tinfoil rolls, a removed ICE monitoring device, and a counterfeit Washington driver’s license featuring the defendant’s photograph with a different name.
Obando-Andrade faces charges of burglary and retail theft. Judge Michael Burton denied pre-trial release for the defendant. In most cases, migrants arrested for property crimes are released back into the community, under the Safety Act.
Chief Strockis emphasized that these retail crimes by migrant offenders are part of a more extensive criminal enterprise. While few migrants arrested have provided information they believe that an organized criminal enterprise is paying migrants to commit these crimes. Law enforcement is closely collaborating with federal partners to thoroughly investigate these cases.
DuPage County State's Attorney Robert Berlin echoed the sentiment, stating, "Contrary to popular belief, retail theft is not a victimless crime and has a far-reaching effect on the entire community."
This recent arrest follows other cases involving migrants. In October, Venezuelans Luis Mendez-Gomez and Frank Montez-Davila were arrested for allegedly stealing high-end cosmetics from an Oak Brook Macy's store. Another incident in October saw Venezuelan migrants Abel Barrios-Estava and Rafael Mata-Torres arrested for stealing clothing items from Macy’s.
Chief Strockis asserted that retailers in the area are not being targeted more than any other location. He highlighted the dedication of officers in maintaining community safety and robust relationships with loss prevention agents.
Acknowledging the proactive and technology-driven approach of the Oak Brook Police Department, Strockis emphasized that the community remains safe. Despite headlines suggesting otherwise, he affirmed the department's commitment to ensuring Oak Brook remains a secure place for residents and visitors.
The broader context includes the nationwide migrant crisis, with thousands arriving at the southern border daily. In December, Texas began flying migrants to sanctuary cities, including Chicago, in response to the city's legal actions against buses transporting migrants.
Chicago Mayor Brandon Johnson, a proponent of the city as a sanctuary, has emphasized the commitment to extend sanctuary promises to both long-time residents and newcomers.
According to Mayor Johnson, "Chicago is a sanctuary city. As such, we must always resist attempts to pit communities against each other and extend this sanctuary promise to everyone who needs it in our city — both long-time residents and newcomers alike".
Did the monitors have a label saying in Spanish “Against the law to remove this device!”? That would have stopped them right? 🤔

BTW, note that we are now calling this group "migrants". Migrants come in, work, then leave....like migratory birds. That's not what is happening. My family comes from immigration under the actual rules.
