The point I am trying to make is that it seems like Don Bacon is receiving both his USAF pension and his Congressional salary. I also am unable to find something definitive on this, but seem to remember this being discussed in the past, at least locally.

Commodore has been used in peacetime as a title rather than an official rank. The one example I experienced was nearly fifty years ago when the overseas commanding officer of a submarine tender was a Captain. He was also ComSubRon and Senior Officer Present Afloat (SOPA). IIRC, the host nation replaced their local Captain with a Captain senior to ours. Our captain was bestowed the title of Commodore to preserve the proper order of things. A few years later he went on to become a Rear Admiral.
