The Republicans had the trifecta they wanted in 2001 and 2017. GWB went along with massive spending in 2001. Trump fought The Swamp almost singlehandedly in 2017 to stop the same.

Matt Gaetz said that when Johnson was voted in as Speaker that Republicans now had the man and the plan to get things done!
I would would reduce the rate of spending for three years.
Then freeze the amount spent for the fourth year based on the amount spent in the third year.
In the second term, reduce spending by 1% every year. Keep doing that with subsequent Congresses and Administrations until the debt is <5% of revenues.
A pipe dream, I know!
It would need to be written in such a way to prevent them from borrowing or raising taxes in order to fulfill the requirements of the law.
The term I've heard used when the government keeps the presses rolling is "quantitative easing."
