Despite a recent strongly worded clarification from Rome, confusion is continuing to be stirred up over the Catholic Churchs practice of refusing Communion to those who are divorced and remarried. A prominent curial cardinal, and favorite of Pope Francis, has defied the Vaticans doctrinal office, saying that he expects a change.
Cardinal Walter Kasper has said bluntly, and in direct opposition to the head of the Congregation for the Doctrine of the Faith (CDF), that the rules will shortly be changed to allow divorced and remarried Catholics to be admitted to Holy Communion.

Actually it’s not. Before you remarried, you were not committing adultery (and I’m assuming you weren’t committing any other mortal sin). Without an annulment that confirms that your first marriage was invalid, you are technically still married to your first husband in the eyes of the Church and in the eyes of God.

Marriage and annulment, however, are not such issues. They are perfectly resolvable through normal Church processes.

Step aside, Magisterium! There is new authority in town, one who apparently has a direct line to God. What bearing false witness and upholding Church teachings on marriage have in common, I do not know. I'm waiting on the New Magisterium to throw some light on the issue.

That I can see happening. This was always attached to the explanation of the sinfullness of remarriage: "unless you live as a brother and sister..." It would not even require a change of discipline, merely a clarification of already existing doctrine.
Let us remember that the Church does not fault people who end up in an impossible relationship and get a civil divorce. The Church would not fault them if they form a lasting non-sexual relationship with someone else. It is strictly sex outside of marriage, that is outside of the un-annulled first marriage, that is sinful.
I have no special insights into the Curia, but I see this possibility logically.

All you have is OPINIONS from Catholic Authorities who do not approve of using the “internal forum” for remarriage purposes.
You have NO definitive statement from a Pope speaking from the Throne of St. Peter on the subject, and claiming infallibility.
You tell me what you want to be the “law” but you have no grasp of the real issues involved.
