The government tells the company right up front, if you don’t agree to do everything in this contract you are not in compliance and we will find somebody else who will comply. I have never met a company official who has the balls to reject any requirement, no matter how outrageous or, in some cases, unmeetable. Even when companies do have the latitude, the guy at the top won’t allow anybody to say no. An example of this was when the Navy insisted that the company I work for not productionize its design as they didn’t want to spend the time required. As a result, we eventually lost the contract which went over budget by 500% due to the unrepairability of the design.
