I don’t understand why GM went with electric drive. Why didn’t they just re-invent the Toyota hubrid so it got even better mileage?

It has the gas engine but the gas engine is not connected to the drivetrain. It charges the battery which powers electric motors at the wheels.
Think of a diesel/electric locomotive.
