Excellent. This is long overdue.
The Commission to Assess the Threat from Electromagnetic Pulse (EMP) Attack, also known as the Congressional EMP Commission,
has warned for nearly 20 years that a nuclear EMP attack, or natural EMP from a solar superstorm,
could destroy our electronic civilization and kill millions.
The Executive Order on Coordinating National Resilience to Electromagnetic Threats, signed on March 26 by President Trump,
is an excellent first step toward achieving national preparedness.
It seeks to implement core recommendations of the Congressional EMP Commission on an accelerated basis.
Both the utility companies, as well as the Fed.govt. have reluctantly postponed following the Commission's recommendations,
citing cost and extent of solidifying and strengthening the nation's electrical and electronic infrastructure.
Each has said the responsibility and cost for taking such action is the other's responsibility.
The document co-ordinates the responsibilities of the Secretary of State, Defense, Interior, Commerce,
Energy, and Homeland Security, and Director of National Intelligence.

You can convert your 4L60E to a 700R4 with a valve body change and adding a TV cable. None of this is trivial but fairly do-able if you have a vehicle you want to keep. Or even a Powerglide with a vacuum modulator. I think all the mounting hard points have remained pretty much the same over the decades.
I have heard (not an electrician) that there is some kind of AC-DC-AC ... conversion, transformer, something, device .... That can stop the wide spread propagation of EMP pulses over the grid. My brother-in-law (journeyman electrician) stated before he died that the US could put these in where power lines crossed state lines and it would significantly reduce the impact of any EMP.
The downside would be the cost to implement.

I had a 98 Silverado, a 2000, a 2006 and a 2015... the 98 was a lot different from the 2000, but it’s possible the older ones might fit. I still think you’re going to have problems with the fuel pump, the charging system and other things... all that being said, a lot of EMP experts aren’t sure all modern vehicles would be impacted... seems like they would, but there are a lot of variables.
Worst case scenario we probably don’t have any gasoline anyway. I do have one 10 speed bicycle, LOL.

A few winters ago, the libs in their brilliance decided to cut power round robin for 20 minutes to save the surge on electricity. Problem was they blew transformers left and right and were scrambling to find replacements. The repair dude at our pole said they never stock enough and there was a 4 year wait on orders from China.
Shortly after 9/11, the bozos running our power company decided they needed to hide the substations behind brick walls. What they did was hide potential bad guys from passerbys’ views.
We get our power from hydro power. They’ve caught folks of a certain persuasion snooping around the dams since 9/11. If the dam goes, we won’t be around to flip a light switch.

I didn’t even know there was this kind of commission! I have asked on line and off line for years (literally) why, if this is a real threat, nobody is doing anything about it?
I’ve had various ‘explanations’, including an emp event is ‘conspiracy theory’ nonsense, but not one person said anything about that both the utilities and government acknowledge the threat is real, but each wants the other to take care of it.
But you have to wonder - was money the real reason nobody took responsibility? Or something more sinister?

I think that is part of it.
I vaguely recall the first incident regarding someone shooting at transformers in California, in a sparsely populated area.
The Fed.govt. didn't even release information about the attack until several months, almost a year later,
as they were concerned about "copy-cat" incidents, and/or letting information about the severity of the attack be released.
Most people don't realize that only about 5% of all transformer used in the US are made in this country.
About 95% of our electrical transformers are made in China, and require a year long delay from request until "on line".
Fortunately, most of our utility companies are willing to exchange goods and services amongst themselves, including transformers,
and as a result, most utilities recover fairly quickly.
This quick recovery would not be possible if there was a nation-wide large scale outage or attack on transformers,
remember that there is a one year delay between requisition and availability online.
Also, if there was suddenly a world-wide demand, or, if an attack was conducted by China against the US,
I believe we would not be on China's list of priorities for transformer production, or recovery.
Back to your original question about responsibility, the government never accepts responsibility for anything, for example:
look at ISIS, the opioid crisis, voting fraud, gerrymandering, or immigration.
The government is always willing to "kick the can down the road" until the next administration;
don't forget that this is an Executive Order, not comming from the Legislative branch ($$).
It seems that it is 'all about the Benjamins'; always remember the rule 'to follow the Money'.
Everyone wants security, but at what cost ?
The government doeesn't want to pay for it (kicking the can/, and the utilities (monopolies) don;t wat to pay for it.
At least the President wants to bring the issue, and the nation's security, to the forefront to be addressed.
The notion that ALL circuits are damaged, no matter the pulse strength or proximity to my location, is nuts.
