I always gave my soldiers that option when I was a battery commander. It was their right to do so. I don’t recall more than 5-6 in a year and a half.
Simple solution: take her unit to the NBC training facility for a live exercise using CS agent and no preparation other than the standard 9-secs to don mask. Bet she wears her hair as required after that!
Made many a convert after that in my unit! The rules are there to keep you alive, not to harass you.
