They’re ‘addicts’ who end up in prison because they’ve stolen (a crime) or are a threat to others. Often both. And yes if they do a criminal act they belong in prison.
My comment was a quick aside to someone else. You’re free to have a different opinion, but I’m not going to turn the thread off-topic.
