Toyota's problem is that faced by many manufacturers who have used the western european supply chain.
To explain - image if illinois was leaving the USA - many factories there rely on sub-components manufactured across the USA and sent to IL. Similarly factories outside IL also rely to sub-components from factories within IL.
To adequately plan this, Toyota will need to limit it's JIT (Just in time) manufacturing and keep stockpiles on hand in factories. Ultimately it will need to shift sub-contracts to localized factories.
Long-term that's what would happen, but short term there will be disorder.

I saw Lech Walesa speak once. The way he put it, it was difficult to leave the USSR because no country MADE one thing. Each made parts to a product.
Looks like the same game at play here.
