The 13-storey building was attacked an hour and a half after residents and local people were warned to evacuate, Reuters news agency reports.
Israel's military says it is targeting militants in Gaza in response to earlier rocket attacks.
At least 30 people have died in some of the worst violence in years.
The international community has urged both sides to end the escalation, which follows days of unrest in Jerusalem.
Militants had already fired more than 400 rockets since Monday night, killing two Israelis. Health officials in Gaza report that 28 Palestinians there were killed by Israeli air strikes.

Israel should continue to escalate, and not deny doing so.
Nor should they promise not to do so.
Instead they should promise destruction unless Hamas surrenders. And pursue it.

With Joe giving them 100’s of millions of dollars that Trump had held up, the Gazans could finally afford to fire more rockets at Israel. Maybe they had forgotten what happens when you fire rockets at Israel?
Israel should give the arabs living in the Gaza Strip 48 hours to evacuate back to their homelands and then carpet bomb it, destroying every square inch of it. It should then remain a no go zone.
Pray for Israel and victory.
Israel should suddenly develop vigilantes who are hard to catch but have lots of rockets to indiscriminately fire into Gaza. Eye for an eye.
