Harold Phillips, a 35-year-old father, died Friday evening, four days after he was attacked by the dogs as he walked to his house from a bus stop, his wife said. Two city officials say an Alabama animal shelter's outdated equipment allowed two pit bulls to fatally maul 29 cats.
