There are 233 Republican Congressmen. Any one of them could file Articles of Impeachment. By your logic they’re all Obama enablers.

Impeachment is the US Constitution’s equivalent of an arrest.
The US Senate then has the final word as Judge and Jury.
Impeachment is the first Constitutional step, removal is the second.
Boehner, as Speaker is equivalent to the arresting Policeman, but that Constitutional responsibility has so far only resulting in Boehner having yellow puddle panties.
