If an EMP attack was successfully made, our ability to retaliate would depend on the extent to which our command and control infrastructure was impaired.The military has been hardening their communications systems for decades. The EMP issue has been recognized ever since the military has been contemplating a nuclear battlefield. While I'm sure the measures are probably not bullet-proof, enough of the communication system would likely survive to completely destroy whoever we assumed launched the attack.

The attack won’t be coming from N Korea, but from Russia. Russsia is working to make their missles 5 times faster. The old 20 minute warning will be 5 minutes.

If anybody tries it it won’t be Russia. The minute their missiles take off our trident subs will launch and Russia will be a skating rink. Why would they try to EMP us knowing they would be wiped out?
Now Iran might run a tramp steamer up the NE coast and blow one off and try to get it up about 50 miles and then detonate. They could scuttle the ship and it might be more difficult to figure out exactly who did the deed.
When the Norks put up a missile they have no clue where its going. Their guidance system is Mario Bros. There would probably be as much of a chance it lands in Beijing than detonating over the US.
Its so much easier to just hack in and put the grid down that way. Everyday we get about 50,000 attempts on our grid. Or some ridiculously high figure. The EPA is weakening our grid every year with the coal fired plant shutdowns. All its going to take is one really hot summer week and the right hack and we are toast.

However, the effects produced by a nuclear explosion were not fully realized until the Johnston Island Test in 1962. This nuclear blast had a yield of 1.4 megatons at an altitude of 250 miles. The explosion damaged a number of low earth orbit satellites and caused malfunctions and early failure of others. Another effect that was noted during the blast was a blackout up to 600 miles away of high frequency radio communications that lasted for hours. It was caused by disruption of the ionosphere. It also popped circuit breakers, street lights went out, burglar alarms rang, and power lines went down in Honolulu, about 800 miles away. In Nov. 1962, all above ground testing was halted and our testing and analysis was limited to underground testing, analysis of the existing atmospheric test data, nonnuclear simulation, and theoretical calculations.

I consider an EMP attack on America to be a virtual certainty. The only questions are, “When, and by whom?”

When the time comes, Iran and North Korea will probably launch their Russo-Chinese weapons, followed by thousands of launches from Russia and China.

I consider it the lest likely scenario for SHTF. First off, it is unlikely to do much damage at all. Second, few can put a good bomb into space. Third, those that can have no intention of doing so. Never have. For 70 years people have played the Chicken Little The-Sky-Is-Falling routine. Nothing yet.

The problem is EMP is limited to LOS. So getting a good range requires altitude, altitude is very difficult. The serious damage range for EMP is between 40 and 300 miles up. 300 miles up is higher than the ISS, and there’s maybe 2 dozen countries that can get a payload up to 40. Subsequently EMP is quite simply not a threat.

Iran and north Korea do not have thermonuclear weapons nor will they in the foreseeable future.
To cover the U.S. you need to be 200 plus miles up, and remember that the pulse decreases with the square of the distance.... That’s why you need megatons not kilotons.
Ain’t going to happen... You could take out a city at airliner height, but not the country.
