The Obama administration, however, has not suggested anything so ambitious. The stated goal is to enforce a U.N. Security Council approved no-fly zone as a means of limiting Gaddafis ability to attack his citizens. The United States has a right and an obligation as a U.N. member assisting in the implementation of a binding Security Council resolution to take this action and it is not of a character that would constitutionally require Congresss approval. If the president later concludes that Gaddafi should be removed by American arms no small matter given the nations other military commitments in Afghanistan and Iraq then congressional approval can and should be sought.

Perhaps someone should inform the author that there would have been no Security Council resolution had the US not allowed its approval. Russia, India, and Brazil did not vote for this idiocy but allowed us to jump right in the Briar Patch.

1. Bush had a congressional resolution authorizing the war;
2. In 2003, we had been in a state of war with Iraq continuously since 1991. US was bombing and Iraq was trying to shoot down our planes.
3. The UN did not pass a resolution authorizing the 2003 war, if I remember correctly.
But other than that, they are no different.

The article indicates it was a “binding resolution” by the UN Security Council. ...If so, then why was Germany permitted to pull back and not participate?
