On the surface, that’s a really good idea. But you don’t need a lottery to gather money from a neighborhood to return money back to the neighborhood (after someone takes a cut for “administration costs”). You just need an organizer to do the job. Dare I suggest a “community organizer”?

Truth be known, the lottery isn’t the problem. It’s just a symptom of the problem. The problem is that we have taught generations of people of all races that they can get something for nothing.

At least once per semester, I ask my classes whether any of them would like to be a millionaire. I then show them how they can use the same amount of money as most Texans waste on lottery tickets and grow it into a million dollars over their projected lifespan. And I’m lucky if one student per year actually gets excited by the idea. Most aren’t willing to look that far forward.

Years ago, when I was in grade school, I'd get off the bus and turn on the radio to hear my favorite kids programs (Jack Armstrong, Tom Mix, etc.). Every day there would be a few minutes of news, and part of the news was the race results at the Laurel Race Track (Laurel, MD). I just accepted it as part of the news. Only years later did I learn that those race results determined the "number" for the day in the local numbers racket. I don't know the formula, but that doesn't matter. Those who needed to know, did know.

It is a tax on poor, dumb people for being poor and dumb. But I don’t think the poor dumb people who buy fistfuls of lottery tickets every week will appreciate being told by their “leaders” what is good for them.

I remember a local race hustler here in Atlanta bleating a similar thing last year, saying how unfair it is that it’s mostly middle class white kids benefiting from the Hope Scholarship. Called it “Bankhead paying for Buckhead”. Except instead of ending the state lotto, he wanted the money to go to low income community development (which, presumably, would be oversaw by “community leaders” like himself)....

WASHINGTON — President Reagan said Monday that he is “sorry” California has adopted a statewide lottery, calling it “a little bit undignified” for a state to rely on gambling as a means of raising revenue.

“I don’t exactly like the idea of government engaging in gambling,” Reagan said at a luncheon with regional editors and broadcasters when asked about the increasing number of states adopting lotteries to raise money for education and other purposes. California voters approved a lottery in November, 1984.

Reagan noted that a lottery had been discussed when he was governor of California from 1967 to 1975, and suggested that he opposed the idea then as well.

“Call me a prude if you want to,” he said, “but I just think there’s something a little bit undignified in appealing to people’s desire to gamble (for a state) to raise its revenues.”

Reagan, who has generally opposed federal tax increases, said states “ought to be able to raise (revenues) the legitimate way.”
