Playing Devil's Advocate for the moment, here in the 21st Century, just because her momma said he's her daddy, that doesn't necessarily mean he's the sperm donor who got her momma pregnant.
Though after reading the article, it sounds like mom is a totally nuts, and daughter is a slice off the old fruitcake.
I'm only surprised this story didn't come out of California.

When Lot left the doomed city, he stopped in a remote area and his daughters were upset because they would not be able to find husbands. Therefore, they got their father intoxicated and became pregnant by him.
You don't have to get married. There was some TV show about a guy who was sexually involved with his car. Seriously.

When I was a teenager in middle school in the ‘70’s I was friends with a gal Erin who was being raised by her maternal grandparents.
From what I recall Erin’s biological mother and father were hippies when they met in the mid ‘60’s and had both ran away from home and gone off to Haight Ashbury and they had her when they were still mere teenagers themselves. But her mother became a drug addict and bugged out, disappeared never to be heard from ever again and her father, who had his own problems couldn’t handle raising a baby alone and so he dropped her off when she was still an infant with her mother’s parents and then disappeared for many years.
When Erin was about 14 years old, her father came back into her life, but not so much as a father figure but as a somewhat older (and he was only about 16/17 years older than she) and a really “cool” friend who she had more in common with as a friend or “boyfriend” than as a father.
I remember the way she talked about him and how, even as I was pretty innocent back then and incest was not something I knew much of anything about or could even conceptualize, something about their relationship really creeped me out.
She was always talking about how good looking and “sexy” and cool he was, what “wild adventures” he had that he told her all about; it was more like a teenage girl having a “crush” on an older man. She would show me pictures of her father and ask me if I thought he was handsome or “sexy” and would show me the letters and poems he wrote to her that had a lot of “romantic” imagery in them and she would talk obsessively about him and in a way that I knew, as rather innocent as I was at the time, was not as a daughter would normally talk or think about her father.
She also told me that when he’d come to visit they would go out to the movies or for long walks or to the mall and they would hold hands and “cuddle” and it “sounded” more like “dating” than a healthy or normal father/daughter relationship.
FWIW, at the time she was about 15 years old she also had a boyfriend who was over 18, he was actually about 20 years old, although at the time she told most other people that he was only 17, and she told me she was having sex with him. She also told me that her father was “jealous of the boyfriend” and her “boyfriend was jealous of her father” – a completely messed up situation.
FWIW, although her boyfriend Joe was much older, he was in a way very protective of her and more of a father figure to her than her biological father and more of a parent to her than her grandparents were, and while the age difference and that they were having sex, at least according to her (I was not sure even then if she was or if she was making that part up as to seem more “cool”), was disturbing and wrong to me at the time, I met Joe several times and he wasn’t a really such “bad” person overall; he seemed to love and care for and was completely devoted to her, was a hard working guy working as an auto mechanic with a good paying full time job and who worked very hard and was saving money and wanted to plan for their future together and make a good and better life for them both (and perhaps even to rescue her). And FWIW, unlike her father, Joe did not drink or use any drugs or even smoke cigarettes, was overall a pretty straight laced guy. He even told me once that he hated her father; that he was a very “bad and immoral” influence on her although he never went into any details with me as to why.
I don’t think, at least not that she ever told me and I hope it was not so, that she and her father had or ever consummated any sort of physical sexual relationship, their relationship even if not physically sexual, didn’t seem at all healthy or normal to me or to her boyfriend.
And her grandparents seemed completely out of touch and oblivious as to what she was supposedly doing with her boyfriend or that her relationship with her biological father was not at all normal or healthy, and they were very permissive, letting her do pretty much anything and everything she wanted including staying out as late as she wanted, staying overnight with at her boyfriend’s apartment, dressing very provocatively, cursing and smoking cigarettes in their house at 15 years old (so it was really no wonder their daughter ended up like she did). Sad.
She seemed really messed up to me and I while I liked her as a friend (and she had a very kind and generous heart despite her issues) and I really wanted to and tried to guide her into making better decisions, like not having sex with her much older boyfriend (if she even was), and not obsessing about her father in an unnatural and unhealthy way, I couldn’t and didn’t continue our friendship very long as this was not something I wanted to be any part of, and we were no longer close friends going into high school.
But although we were no longer close, I still knew her during HS and something happened during our junior year when she went from almost failing, on the verge of dropping out and having disciplinary problems to becoming a straight A student and on the honor roll, no longer smoking or dressing like a “slut”, becoming nearly overnight a very completely different person.
After we graduated HS, I found out that she had secretly married her older boyfriend Joe with her grandparent’s permission during our junior year of HS at the age of 16 1/2 and had moved in with him. I ran into her shortly after we graduated and asked her about the wedding and asked (rather innocently) if her father attended and gave her away.
She told me, “I no longer have any sort of relationship with my biological father nor do I with my grandparents since Joe and I got married”, and that’s all she said about it and I didn’t press her about it.
But she did seem much happier, healthier and much more well-balanced than I ever remember her as ever being.
Last I heard about her from a mutual HS friend, just a few years ago after she went to our 30 year HS reunion, that our mutual friend was still married to Joe, that she and Joe had three, now adult children and several grandchildren and that she and her husband Joe were running a very successful and profitable chain of auto repair shops and were very active in their Christian church.
I am glad things worked out for her as her life when I knew her so many years earlier had been so completely messed up.
