I'd pay double to ride in that seat.
No two clouds are the same, and they're all beautiful from the air.
Now, practical downsides:
1) That's a lot of additional drag (assuming more than one set of bubble seats) for aircraft that use computers to load only the fuel they need (plus reserves) to make a trip.
2) Since airliners almost always fly above the weather these seat would always be in the sunshine. Unbearable heat and sunburn would be issues (spoken as one who flies under a canopy - and uses a retractable shade).
