I've been hunting for 60 years and never heard of this.
All the ammo I've ever used has been in snow and rain for days on end and rarely have I ever had a mis-fire, and that is shooting thousands of rounds of all types.
Is there something in ammo that I've missed all these years?
Maybe what they really meant is cache proofed ammo...
I took it as a poorly written sentence. I think what they meant was "weatherproofed containers for ammunition or matches."

I’ve picked up war surplus ammo that was sealed in a tin, maybe that’s what they’re referring.

Ironicly, the one thing no one seems to have noticed is “0bama for America”/”Organizing for America”. I think the first was campaign and the second was after the “immaculation”.
Either way, it is OFA. Pronounced O-Fay. Which was the 1960’s black-radicals name for honkys (AKA white people) from the pig-latin for “foe”. It was so common, it showed up in an early Dirty Harry movie.
This from a guy raised by 1960s-era radicals and communists. Go figure.
