Same reason Henry Kissinger got nervous when Britain arrested Augusto Pinochet when he was visiting London, on a warrant issued by Spain for crimes he committed in Chile, eight years after the end of his time in office as president of that country.
The dems want to keep them alive so they can continue voting multiple times for the dems. They can only vote once if they’re dead. Or maybe more. I’m not sure. But I am sure it has something to do with maintaining their voting base.

The unfortunate thing in this country is that the crimes committed while serving in the executive or legislative branches are rarely, if ever, prosecuted, even in the face of overwhelming evidence of their complicity in common criminality and even treasonous actions.
And Lord knows, the Democrats would have proceeded with criminal charges against Richard Nixon, if Gerald Ford had not pre-emptively pardoned him. A goodly number of the subordinates were rounded up and were treated as criminals in the aftermath.
Now when it looks as if the Current Occupant and most of his Regime may be subject to prosecution, they are looking for clemency in advance?
