Robin Tunney in "Empire Records" managed to pull it off, if only because she has such a beautiful face. She shaved her head in the film because her character was emotionally damaged.
Now that looks creepy to me.

Her, Natalie Portman and the Indian chick from the first Star Trek movie are the only 3 females that I know of that can pull off the shaved head look. And that’s only because they are/were beautiful.
Even the deplorable life form known as “Miley” (who our dear Impy finds bangable), looked even WORSE than usual when she had a half-shaved head look.
