Private sector is required by law to report breaches. Not all instances are investigated by the FBI. This one strikes me as having very specific economic repercussions. The silence is deafening.
Are business systems affected or is the pipeline affected? I don’t see how pipeline SCADA systems can’t be quickly restored to working status.
I don’t think they are “involved” as you suggest. Lest we forget, the administration is mostly low level Obama operatives with a few big names.

Oil refining is shut down and AAA is projecting gas shortages and potential price spikes on the East Coast and it is not a national security issue?

It’s not a “private matter,” and our policy has always been not to pay ransom for kidnapped citizens, etc. If we paid, kidnappings would be a dime a dozen.
I honestly don’t see how the government can sit back and just shrug and say this is a private matter.
I’ll bet Sleepy Joe knows whether this is his friend or foe doing the hacking. Judging from the reaction, my guess would be “Joe’s friend”.
There is a bigger plan involving more than a mere barrel of oil or gallon of gas. The NSA must know not only all that has occurred, but how upcoming twists and turns will escalate this mess... compounding all the other messes.
