WWII code 'may never be cracked'

Experts at intelligence agency GCHQ have asked for help in de-coding a message found attached to a pigeon leg, thought to date back to WWII.

The dead bird was found in a chimney in Surrey a few weeks ago.

But without more information, the code may never be cracked, according to the BBC's security correspondent Gordon Corera.

Yep, looks like each word is 5 characters. Likely look-up to the real words in a one-time pad. Without the pad there is no way to break the code.

I have a first derivative of the coded message on the Pigeon’s Leg. However, I can’t make any sense of it. Maybe y’all can figure it out. Here it is:

It was already decoded in 1963 when another bird, same message, was found in a trashcan by the trashmen.

The problem is what if their code was sent in a different code and the original message left out vowels or was in a totally different language?
