If you heard this from a fellow co-coworker, an armed one no less (a police officer), how would you interpret this declaration?
And, he just went down, meaning lost his job finally after years of issuing threats against me and others. In fact, he told many witnesses to come and watch as he took me down. This individual has made it clear he blames me even though I was not around for many of the incidents, including his last one where he flipped out on officers from two other agencies. He lost his job on account of the last incident, involving none of us he has as his targets.
Why am I writing this vanity? I'm not sure entirely, other than to document it.
Believe it or not, I have in writing from my employing agency that they acknowledge that he made these statements.
I am a police officer who has crossed the thin blue line many times.

Internal Affairs, and leave of absense. Documenting it is good, but that isn’t going to preserve your life. This guy is a powder keg. Get your family far away until he has been dealt with properly.

Thank you, but I think it’s too late for that. All I (and his other targets) can do is be armed and alert.
This is a good time to take the family on vacation to a faraway land.

The agency must have made some comment in the letter they wrote acknowledging his behavior - maybe that they are monitoring the situation - something... What did they say?
You ask a great question. They quoted him and then stated that it was “not a physical threat” in order to clear him, despite, no kidding, 15+ witnesses to the contrary.
As far as monitoring anything, that was/is the worst part of it.
Small consolation, but this whole scenario just points out the weakness of “police protection” and why their is none.
This thread has creeped me out.

Where I come from an explicit or even strongly implicit statement like that is assault - if you are fearful for your physical well being - if it has been witnessed by others and noted then you can either have him charged with assault (if it is the same under your jurisdiction) or at least carry a gun - any unexpected behavior by him, threats, following you or turning up at your house could duly constitute an imminent threat requiring you to discharge your weapon.

This is cop v. cop bad situation. There’s a reason I started this thread. It’s not for lack of exhausting multiple resources.
It is very bad, and I understand that there is no happy answer/ending. Boy, do I know it!
On one hand, I think you have problems. Something similar happened to me when we finally had to cut a substance abusing goldbrick loose from our workplace. Threats followed, they were documented, police were reported to, but nothing happened. When they do come back with evil intent -— and it is pretty rare -— they don’t come back for a year or more, so watch your back.
On the other hand, this is a former police officer you’re talking about. The bad eggs in law enforcement are the type of personality who became cops because they were too chicken to become real crooks. They usually amount to being complete sissies. I’ve personally been threatened by a unstable cop, one who didn’t like that my dad was dating an ex girlfriend of his. Completely unstable loon. He made telephone threats in the middle of the night to wire our car with explosives and to pick me off as I walked to school. Thats scary stuff for a 13 year old to hear. I learned at my fathers funeral years later from the female best friend of the woman my dad was dating that this cop died in a plane crash while performing aerobatics at an air show and I just burst out laughing, which was a pretty unseemly thing to do at your own fathers funeral. I was only too happy to explain my outburst to anyone who wanted to hear it. My dad dated some pretty trashy gold digging women after his divorce, I must say.
I doubt you’ll ever hear from him again, but you know what to do if he comes at you. Your departmental internal affairs needs to know that he made threats, of course.
