I think that it's obvious he means that, in previous conflicts, he may have (directly or indirectly) encouraged patriots (for the cause of freedom) to go and fight, and that he now regrets having done that.

The Ukraine problem seems to have brought out a class of FReepers none of us have ever seen before. Posters who’ve never served, water carriers for the Joe Scarborough/ Mika Brezhinski media lites and the Obama / Biden / Nuland / Psaki US State Department acolytes. Posters going on and on about “nuclear” war in the best Liz Cheney / Mitt Romney traditions.
Most of them appear to me to be newly minted “conservatives” who’ve recently migrated here from Democrat Underground because they’ve “seen the light” on disastrous democrat economic and foreign policy issues as well as democrat support of satanic cultural issues.
