Cops accused of standing by and watching man drown in Tennessee River

Police officers allegedly stood by and watched for 15 minutes as a man who relapsed on heroin drowned in the Tennessee River after fleeing from them, according to a newly filed lawsuit.

Kimberly Williams-Clabo claims her son, Mika Wheeler Clabo, would still be alive if it weren’t for the alleged negligence of the Knoxville Police Department, which encountered him “acting erratically” on the morning of July 25, 2022.

Police said that when they approached Clabo, 30, who struggled with a heroin addiction, he ran from them and jumped into the river, where he got caught on vines and drowned.

Who knows what to believe with this one. Did the cops have the body cams on the whole time or not?

I wouldn’t blame anyone for not jumping into a river while chasing a junkie.

I was a lifeguard in high school. No WAY would I try to rescue anyone without the proper equipment - especially a drug addict as you have NO IDEA how they are going to react. People in the water will grab you in a bear hug and you can’t get out of it - you both sink.

HOWEVAH- if that happens, PINCH them H A R D and they will let go. Don’t stop the pinch until they open their arms.

Mom wants $15 Million? I don’t know. It’s hard to quantify “grief”, and as a tree arborist, I doubt if he ever would’ve earned that much. Maybe Mom just wants a new home, on with a Pink Cadillac in the driveway.
Maybe the Cops thought there was a danger of becoming tangled up in those same underwater vines.

I would have to see the footage.

If the guy was high going in after him was a major risk.

But no one had a float to throw him?

A rope?

A grab pole?

And fifteen minutes? That is a bit long to try to come up with a plan.

Do police have flotation equipment in every police car, on the off chance that someone jumps in a river or lake?

I don’t know the answer to that, but pose the question, as to whether police can anticipate every stupid thing somebody might do.

Of course if the guy was high on drugs, he may well have drowned anyway, even if police did have flotation devices on hand.

We need more information to know what our judgement should be.

Heroin sucks. Slow euthanasia. Based on only what I’ve read, it doesn’t appear mom has a case here. But I can sympathize for the loss of her son.

Cop cars generally don't come equipped with floats, ropes or grab bars.

As for jumping in to save the junkie, no fully clothed cop in their duty uniform is going to jump in a river to save a guy being pursued. That's suicide.......

No Ms. Clabo your son died because he was high on heroin and tried to evade the cops who were in reality, trying to help him. Well at least there’s one less narcan customer.
