Since the September 11 attacks, a new consensus appears to have developed on the need for tighter immigration enforcement and border controls. Gone are the days when the Wall Street Journal repeatedly called for a constitutional amendment declaring that there shall be open borders. Knowledgeable Americans have come to understand that our welcoming immigration policies are easily exploited by terrorists and that porous borders and lax immigration enforcement are no longer an option. With at least 8 million illegal aliens living in the United States and nearly one million new aliens arriving each year, the potential for terrorists entering the United States undetected is high.
The agencies responsible for immigration have made significant changes to the way in which our immigration system operates. U.S. Citizenship and Immigration Services (USCIS), for instance, decided that it should start looking for the 300,000-plus foreigners who have absconded after being ordered deported, and these names are being entered into the FBIs national crime database. And the State Department began requiring more intensive examination of visa applications from young men from Muslim countries (the policy has since been expanded to young men from all countries).
While the visa applications of nearly all of the September 11 hijackers should have been rejected according to State Department protocol (but were approved perhaps due to an overworked and understaffed State Department), there is still reluctance on the part of some advocate groups to even acknowledge any connection between terrorism prevention and immigration policy. Cecilia Munoz of the National Council of La Raza believes Theres no relationship between immigration and terrorism. And Jeanne Butterfield, executive director of the American Immigration Lawyers Association echoed this denial of reality immediately after the attacks: I dont think the events of last week can be attributed to the failure of our immigration laws. Our research coupled with common sense proves otherwise.
Center for Immigration Studies Director of Research, Steven Camarota explains that: Because every part of our immigration system has been exploited by terrorists, we cannot reform just one area, but must address the problems that exist throughout. The solution is not to single out Middle Easterners for exclusion or selective enforcement. Instead we need to more carefully check the backgrounds of all visa applicants, better police the borders, strictly enforce the law within the country, and, most importantly, reduce the level of immigration to give government agencies the breathing space necessary to implement fundamental reforms.
