Iran Says It Won't Give Up Program to Enrich Uranium

TEHRAN, March 5 - Iran's chief nuclear negotiator said Saturday that the country would never permanently cease enriching uranium, and he warned that if the United States went to the United Nations Security Council to seek sanctions against Iran, "the security and stability of the region would become a problem."

The statements came at the opening of a rare conference on nuclear technology in Tehran, to which three American scholars were also invited. The Iranian negotiator, Hassan Rowhani, also said the government wanted to see progress in its negotiations with Europe by the middle of this month.

"We said that we were not happy with the pace of the negotiations. We will end the negotiations if we feel there is no tangible progress by then," he said.

"Every time the talks get serious the Europeans say they have to talk to the other side of the Atlantic," he said, referring to the United States.

Mr. Rowhani's warnings came at the end of a week in which the United States strongly suggested that it was looking for ways to demonstrate that it would join Europe in offering incentives to Iran to fully dismantle its enrichment program.

But no final offer has been made, and senior American officials, in interviews in Washington, said that it may be several weeks before the Bush administration settles on what kind of package it is willing to contribute.

Several administration officials said that in talks with the European nations negotiating with Iran - Britain, France and Germany - Mr. Bush's aides have insisted that Europe also agree on what kind of sanctions would be appropriate if Iran refuses the incentives.

"There has to be a timetable," one senior American official said. "There has to be a common understanding of how we deal with Iran if it insists that it will resume enriching uranium or take other steps that we think are likely to give it bomb fuel."

Iran insists that its program is for entirely peaceful purposes, and the conference under way in Tehran, called "Nuclear Technology and Sustainable Development," is intended to show that the country has started on a full agenda of energy-related nuclear projects.

Alireza Akbari, a former general with the Revolutionary Guards and former deputy defense minister, who opposes any compromise over Iran's enrichment program, said the technology was vital for the country's modernization.

"What oil did for Iran over 100 years, nuclear technology can do in 20 years," he said. "It will transform Iran because so many other fields are involved with the technology."

The presence of the American guests at the conference suggested that Iran was interested in creating a back-channel of communication with the United States, something it has done often in several decades of tense relations.

"It seems that they want to get their case out through this conference and listen to what others are saying," said Clifford Kupchan, vice president at the Nixon Center and a former State Department official in the Clinton administration.

Mr. Bush is clearly rethinking his approach to Iran, which has been marked by a refusal to become involved in the European negotiations - or to demonstrate in any tangible way that he is willing to join its strategy of incentives. He returned from his trip to Europe 10 days ago saying he would reconsider that position.

But after a flurry of initial activity early this week, it became clear by Friday that it would take some time to work out the details. Meanwhile, Iran has refused to turn its temporary suspension of enrichment into a permanent commitment.

And it insists that the Nuclear Nonproliferation Treaty, which it has signed, gives the nation the right to manufacture fuel for commercial purposes, and that Iran will not give up that right.

Mr. Rowhani said Saturday that Iran had made clear to the Europeans that cessation was out of the question and warned that referring Iran's case to the Security Council would bring a crisis.

No one would benefit, he said at a news conference.

"There would be no more confidence," Mr. Rowhani added, "and the region could face a crisis."

Iran claims resolution of Mesbah’s instruments high enough to pick up valuable military and strategic data for attacks on Israel. Launching put forward from summer to April at Tehran’s insistence.

I immediately thought of Peter Pan singing, "I won't grow up!"

A map shows Iran flanked by Iraq and Afghanistan--and our B-2's rule the night as well.

A cursory glimpse of current news shows Iran is, as Syria, on the wrong side of history.

W2 is not Carter or Clinton, and Israel wasn't born yesterday.
