You are totally correct.
There was a thread last week about a proposed tax on elective cosmetic surgery, you were probably there, but I was totally shocked about the people freaking out about it. Many who always claimed that a tobacco tax was a voluntary tax and was OK.........
It's all fine, until it is their ox being gored.
if it passes, this will finish off most retail ecommerce. no one will pay sales tax, PLUS shipping and handling, to buy a book or a DVD. they will just buy it at a local store.

I had finally decided (after countless discussions with them) that our Mn. Legislators are collectively unqualified but must admit I'm impressed with the way they covered all the bases with this Bill. I personally can't think of one rock they didn't turn over to protect their buddies.

I believe I noted this on the Massachusetts tax forms (shocking, I know). I recall reading somewhere (FR?) that it is only a small percentage of filers who actually report this. Even the tax collectors understand that it is basically a voluntary act. The only way I could see this being a problem for someone who doesn't report the internet/catalog purchases is in an audit situation, but even then can they inquire into your actual purchases?
The Sales/Use Tax auditors are not likely to show up at an individual's door unless someone tries to sneak a car or other large dollar amount purchase in without paying Use Tax. In theory, Sales Tax is the business collecting the customers' Use Tax and forwarding it to the State.
Walmart and Eddie Bauer collect Sales Tax on internet purchases because they have a "physical presence" (aka "brick and mortar" store) in most states and are required to collect Sales/Use Tax for those states.
The US Supreme Court visited internet sales with Quill Corp. and essentially said it's up to Congress to decide the issue whether a company has to collect Sales/Use Tax on sales shipped to states where the company doesn't have a physical presence. If a National Sales Tax is enacted, the state Sales/Use Tax will probably be included.
that is true, it will take a new law passed by congress and signed by the president to make this possible. and it will cover catalog purchases also. so if it happens, we know who to blame.
That being said, I have fond memories and good friends who own/owned bars in the most unsavory neighborhoods of Wayne County, specifically Hamtramck that will be driven out of business if the Grosse Pointe elites and Wayne County have their say.
I don't know how many of my old buds are still in business but it is safe to say that if Wayne County or the State of Michigan have their say on smoking prohibition, they will be forced to close.
It is a sad state of affairs when so called conservatives who have nothing to lose themselves are willing to put their own personal likes and dislikes over the livelihoods of folks who have nothing to offer them but rather a hangout for the real folks who make this country go. The neighborhood mom and pops..................
