Conducted by: Survey USA
Sponsoring News Organizations: KABC-TV Los Angeles , KPIX-TV San Francisco 1,200 California adults
989 were registered voters
Of them, 529 were judged to be "likely" voters
That's even with all propaganda the unions have been putting on TV
Not all of us are up on California politics. Kindly remind us what the propositions were.
And yet, due to all those smear billboards and TV adds by "the nurses" (aka Communist unions) Arnie's own support rating is not what it should be. Where are the CAL GOP's billboards and TV adds to smear the rotten Communists?
Prior to the mailings of the pamphlets, the propositions were being portrayed as "losing." Now that the pamphlets have been mailed, they are ahead in the polls.
Proposition 73 Termination of Minor's Pregnancy. Waiting Period and Parental Notification. Initiative Constitutional Amendment. Amends California Constitution to bar abortion on unemancipated minor until 48 hours after physician notifies minor's parent/legal guardian, except in medical emergency or with parental waiver. Permits judicial waiver of notice based on clear and convincing evidence of minor's maturity or minor's best interests. Physician must report abortions performed on minors and State shall compile statistics. Authorizes monetary damages for violation. Minor must consent to abortion unless mentally incapable or in medical emergency. Permits judicial relief if minor's consent to abortion is coerced. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: The net costs of this measure to Medi-Cal and other programs are unknown, but are probably not significant in the context of the total expenditures for these programs. Proposition 74 Public School Teachers. Waiting Period for Permanent Status. Dismissal. Initiative Statute Increases length of time required before a teacher may become a permanent employee from two complete consecutive school years to five complete consecutive school years; measure applies to teachers whose probationary period commenced during or after the 2003-2004 fiscal year. Authorizes school boards to dismiss a permanent teaching employee who receives two consecutive unsatisfactory performance evaluations. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Unknown impact on school district teacher salary costs as a result of changes in teacher tenure and dismissal practices. Fiscal impacts could vary significantly district by district. Proposition 75 Public Employee Union Dues. Required Employee Consent for Political Contributions. Initiative Statute. Prohibits public employee labor organizations from using dues or fees for political contributions unless the employee provides prior consent each year on a specified written form. Prohibition does not apply to dues or fees collected for charitable organizations, health care insurance, or other purposes directly benefiting the public employee. Requires labor organizations to maintain and submit to the Fair Political Practices Commission records concerning individual employees' and organizations' political contributions; those records are not subject to public disclosure. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Probably minor state and local government implementation costs, potentially offset in part by revenues from fines and/or fees. Proposition 76 State Spending and School Funding Limits. Initiative Constitutional Amendment.
Proposition 77 Reapportionment. Initiative Constitutional Amendment Amends state Constitutions process for redistricting Californias Senate, Assembly, Congressional and Board of Equalization districts. Requires three-member panel of retired judges, selected by legislative leaders, to adopt new redistricting plan if measure passes and again after each national census. Panel must consider legislative, public proposals/comments and hold public hearings. Redistricting plan becomes effective immediately when adopted by judges panel and filed with Secretary of State. If voters subsequently reject redistricting plan, process repeats. Specifies time for judicial review of adopted redistricting plan; if plan fails to conform to requirements, court may order new plan. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would have the following major fiscal impact: One-time state redistricting costs, probably totaling a few million dollars. Comparable savings for each redistricting effort after 2010 (once every ten years). Proposition 78 Discounts on Prescription Drugs. Initiative Statute. Establishes discount prescription drug program for certain low- and moderate-income Californians. Authorizes Department of Health Services to contract with participating pharmacies for discounts and with participating drug manufacturers for rebates. State costs for administration and outreach in the millions to low tens of millions of dollars annually. State costs for advance funding for rebates. Unknown potentially significant savings for state and county health programs. Proposition 79 Prescription Drug Discounts. State-Negotiated Rebates. Initiative Statute. Provides drug discounts to Californians with qualifying incomes. Funded by state-negotiated drug manufacturer rebates. Prohibits Medi-Cal contracts with manufacturers not providing Medicaid best price State costs for administration and outreach in low tens of millions of dollars annually. State costs for advance funding for rebates. Unknown potentially significant: (1) net costs or savings for Medi-Cal and (2) savings for state and county health programs. Proposition 80 Electric Service Providers. Regulation. Initiative Statute. Subjects electric service providers to regulation by California Public Utilities Commission. Restricts electricity customers' ability to switch from private utilities to other providers. Requires all retail electric sellers to increase renewable energy resource procurement by 2010. Potential annual administrative costs ranging from negligible to $4 million, paid by fees. Unknown net impact on state and local costs and revenues from uncertain impact on electricity rates. |

And the numbers will continue to go up....THANKS for the data!!!!
AH HA!
When common sense and logic can penetrate through the mindless distortion and lies of the union hacks, of course the people side with reform.
they sound great, but what good are they when you have the ninth circuit?????
Yep.
That's good news. Interesting the rest of the media is declaring defeat for Arnold's propositions already and showing different poll results. I'd love to know what wording they're using. I bet this poll used the actual wording on the ballot, not some lefty's interpretation of the propositions as is probably happening with the rest of the polls.
By the way, forgive the vanity here but for Californians may I recommend we all write our local papers to point out the lies of the union attack ads and the benefit of the governor's reforms?
Below is a letter I had published in my local paper on Monday (The Daily Breeze) responding to the lying going on. It was kept short to better guarantee publication and therefore doesn't deal with each of the propositions or what's being said about them in much depth, but it establishes the basic premise that the unions and their Democratic allies are lying about Schwarzenegger's reforms. That's probably all we need to accomplish.
Feel free to use it in whole or in part in writing to your own local paper. It's these kinds of efforts that will put these needed reforms over the top and hand a much needed defeat to the arrogant and deceit-drenched unions:
The special interests are again wielding their favorite weapon, the big lie, to attack Gov. Arnold Schwarzenegger and his reform agenda.
Among these big lies are the ads claiming the governor is trying to attack and "silence" nurses through Proposition 75. Proposition 75 says nothing about nurses. It merely requires labor unions to seek permission of their members before using union dues to support political candidates or causes that may be contrary to the conscience of members. Far from silencing anyone, it gives members a voice in how their money is used.
Another big lie is the teachers unions opposing accountability with the dishonest smokescreen that Schwarzenegger cut education spending. Education spending increased 5 percent this year alone by $3 billion! Per-student funding, usually considered the best measure of how the schools are doing, has grown from $6,266 in 2000 to $7,402 today, an increase of 18 percent.
If teachers union math is that this increase is a decrease, then it's no wonder they fear the enhanced accountability of Proposition 74. It increases the period in which teachers prove their competency to achieve tenure to five years rather than two.
Other big lies involve the governor's attempts to control public employee pension growth, which is bankrupting states. California taxpayers' obligation to these pension funds has increased 1,600 percent in just five years, a level that will drive California into insolvency if it's not checked. One financial expert describes it as one of the most stunning transfers of wealth in human history.
The governor has not proposed to touch one penny in the pensions of current public employees, only to fix this financial bloodletting among future hires. The result is the barrage of union attack ads.
In the upcoming election, don't buy the big lie. Support reform.
Gotta hand it to you guys in California, you can sure get stuff on your ballots.
Thanks Falcon. We need to speak out as a small counter-weight to these filthy, lying ads. Unfortunately our side is going to be outspent by the unions, but we can negate some of that money by using the free media to get our voices heard.
