Policing Day Laborers in Orange(CA) Is A Fulltime Job(Doing jobs the Feds won't do. Thanks GWB!)

ORANGE - Jack in The Box. Home Depot. Big Lots. 7-Eleven. Albertsons. Home Depot.

Officer Augie Rocha bounces from one location to another like a pinball. He starts his mornings early – usually at 5:30 a.m. – to keep up with the day laborers who begin to congregate throughout the city.

The laborers gather in parking lots, in front of stores and on sidewalks to solicit work. As soon as Rocha rolls up in his police car, dozens of men dissipate. Some stare at Rocha but most avert their eyes and slowly walk away.

"I try to get out and educate them," Rocha says. "And it gets frustrating sometimes when you tell them you can't be there and they're there the next day."

For decades, city officials have grappled with problems associated with day-laborers.

Orange's new regulations • Ban solicitation from sidewalks next to streets without parking lanes.

• Ban solicitation by people while driving on a city street.

• Ban solicitation from private property without owner's approval.

• Require that permits be obtained to run job centers on private property.

• Establish buffer zones around city-run Resource Center.

• Ban soliciting in traffic lanes, medians or driveways on a public right of way.

Capture and detain them for the INS...

Especially if they are warned more than once.

City of Orange,CA report

A report that prompted the day laborer ordinances cited:

• Problems include swarming of cars, intimidation of shoppers and public nuisances that occur when day laborers congregate.

• Problems occurred despite: the opening of the city-run Resource Center, targeted enforcement despite signs that are posted on private property, handing out of flyers, handing out flyers, involvement of community groups and other efforts to publicize the center.

• The problem may be more widespread since the opening of two Home Depots, which are magnets for solicitation.

• In 2005, the Police Department issued 350 solicitation violations. In 2006, the number was 384. Number of calls for service to police regarding day laborers outpaces ability to respond.

• City is also overwhelmed with hotline complaints from residents and businesses.

You'd think that after decades, they would have figured out what they're doing wrong and found a better approach.

From the article, a driver was stopped for speeding after picking up some workers. He had neither a driver's license nor insurance. From all indications, he was allowed to go on his way after being cited. IMHO, he should have been arrested until his identity could be established.

Nothing will dramatically change until 1/2009.

And unless the Gelding Old Party gets a testicles & spine implant this year, nominates a true blue conservative who, when elected POTUS in November, will secure BOTH borders, enforce the immigration laws, fine employers who hire illegals and deport ALL illegals including the incarcerated illegals; all is for naught! Yes, I said deport even the incarcerated illegals. Why should American taxpayers pay to incarcerate other countries’ criminals. It’s not like we are short of criminals and long on cell space. After securing BOTH borders; by deporting illegals to their home country, we not only lower prison costs nationally but we open up slots for the hundreds of thousands of AMERICAN criminals who are roaming about the country unabated!

Hey Carolyn, I hate to tell you this, but your fancy new ordinances aren't going to do jack squat. How do I know that? Simple. Who are these guys? They are day laborers. And why are they there? Because they are looking for work. Imagine the situation of there were no jobs for them. Now, you're a smart lady. I'm sure you can connect the dots. Arizona did. Oklahoma did. Georgia sorta did.

And just what would you suggest the locals do?

Locals can’t deport. And thanks to Jorge Bush, the Feds aren’t doing their jobs and with all the illegals we have incarcerated now; we can’t even incarcerate all the AMERICAN criminals we have much less lock up more illegals.

Well its obvious that there will be NO FENCE as long as Jorge Bush is POTUS. That’s why I said, “nothing will happen before 1/2009.”

Locals can’t deport.

While that's true, they can work with ICE to do the deportations. I didn't see anything in the article indicating that they had even considered trying that.
