MOSCOW. (RIA Novosti political commentator Andrei Kislyakov) - Barely a month into the new year, the military have already attracted a lot of attention. Following a mild verbal skirmish over ABM components after the holidays, Russian and foreign generals have decided to talk in the open.

In a move that mirrors recent discussion amongst Russia's own top brass, NATO's April summit in Bucharest is widely expected to discuss a report on a potential pre-emptive nuclear strike.

According to The Daily Telegraph, the authors of the report are convinced there is a real risk that terrorists could lay their hands on weapons of mass destruction in the near or immediate future. To counter this, the alliance may consider suppressing the enemy with nuclear weapons.

It’s the nightmare scenario, a major city destroyed with no warning. What if it is Moscow, instead of NYC? Or what if it is both at the same time?

Serious stuff, and the major players (US/Russia/Who else) do need to discuss this at some high level in terms in initial response and communication.

I know that all the pisant governments of the world are aware of all the nuclear destruction under the seas in the form of our submarine force. Do they know something we don’t?

Yeah - We don't have the guts to launch.

“...but we want all our partners to realize that Russia will use armed force to defend its own and its allies’ sovereignty and territorial integrity. It may resort to a pre-emptive nuclear strike in cases specified by its doctrine.”- Russian Gen. Baluyevsky

Why all this talk now and military muscle flexing?

First question is if Israel attacks Putin’s little bud a few nations over is Russia threatening Israel knowing there’s a possible “hit” in the works for Natanz et al?

And if Russia has intelligence info the U.S. doesn’t regarding a possible nuclear acquisition by terrorists (assuming they weren’t supplied by Russian black markets etc. which is a great cause of concern) would they share the info? That’s a pretty generic warning they stated regarding “terrorists”.

Could you sum the article up for me? I’m on a government computer and the site is blocked. I’d appreciate it.

First strike has always been on the table but it is unusual for both Russia and NATO to both address this possbility in so publiclyu and pointedly.

I think they know something we don’t.

They could be thinking along the lines of an EMP strike to temporarily take down a large region and neutralize the command and control apparatus of a nuclear-armed terror gang or rogue state. A large stock of bio-weapons and their production facility might be another target. A nuclear strike would sterilize it in a single blow, and ultimately do less damage than a conventional effort that might only release the agents into the atmosphere.
