Montana officials are warning that if the Supreme Court rules in the D.C. gun ban case that the right to keep and bear arms protects only state-run militias like the National Guard, then the federal government will have breached Montana's statehood contract.
Nobody is raising flags for the Republic of Montana, but nobody is kidding, either. So far, 39 elected Montana officials have signed a resolution declaring that a court ruling of the Second Amendment is a right of states and not of individuals would violate Montana's compact.
"The U.S. would do well to keep its contractual promise to the states that the Second Amendment secures an individual right now as it did upon execution of the statehood contract," Montana Secretary of State Brad Johnson said in a Feb. 15 letter to The Washington Times.
The resolution also was signed by Rep. Denny Rehberg, Montana's lone Republican congressman, and state Sen. Roy Brown, who is running to unseat Gov. Brian Schweitzer, a Democrat.
The dispute goes back more than a century. Back in 1889, the settlers of the Montana territory struck a deal with the federal government: They agreed to join the union, and the government agreed that individuals had the right to bear arms.
That has worked fine for the past 118 years, but the Supreme Court is expected next month to hear oral argument in District of Columbia v. Heller, the appeal of a federal court decision striking down the District's gun-ownership ban on Second Amendment grounds.
The high court has not issued a broad ruling on Second Amendment law in almost 70 years, including the key question of whether it provides an individual right, like speech and jury trial, or a "collective right" held by state governments.

Vauge but 100% functional and can be left as rough or refined as ya wish.
I drilled out mine aka honeycombed it, counter sinked each hole, then bead blasted the hell out of it. went back and did some experimental acid etching etc etc ......left a little EOD logo on it. It didn’t look as well as I wanted so I blasted that poor boy etching off it and then , as I stated to TM above, used the bedliner material on it from Line-x. I used different shades of grey, black etc to make the little rifle, stock, metal, and the scope look really nice.
Careful prep of parts and all the accuracy work was done before the final finish and it shoots great after final assembly.

I’m glad to see Montana hasn’t been totally overrun by California liberals yet.
Somewhere upthread somebody posted a standing record from the 19teens, where a shooter with an Enfield put something like 38 rounds into a 12 inch target at 200 yards in a minute. I’ve always heard the Enfield had the fastest bolt action ever.
Send me a pic of that thing and I'll show you what I did to mine.

The Brits used those old Enfields to great effect through 2 World Wars. Trained British riflemen could fire the Enfields so quickly that enemy troops were often convinced they were facing machine guns instead of bolt action rifles.

Since I haven't as of yet actually fired every single bolt action ever made I can't really comment. I know the Swiss K-31 Carbine has a straight pull bolt which may make it just a touch quicker. But that rifle has a magazine capacity of only 6 rounds.
Not that that niggling little detail would matter to a Swiss rifleman. No self respecting Swiss shooter could look at him or her self in the mirror if it took more than a single round to bring down their target.

I would expect a very high quality mauser style bolt rifle with a shorter action, say for a 223, would be as fast as the old enfield.
I don’t know if these guns are true “bolt actions”, but there are some modern rifles made with a radial pattern locking bolt, like on the M16. These kind don’t have a knob that moves in the traditional “L” shaped path to open and close. Just pull it straight back. These might be a bit quicker. But not as gratifying to operate.
