Congressional Off-Shore Drilling Ban Expires Sept. 30, 2008 -- Unless Congress Renews

For those of us with limited knowledge of the ins and outs of the debate on off-shore drilling along American coastal waters, it is important to understand this fact:

The ban by the U.S. Congress on off-shore drilling has to be imposed every fiscal year and is scheduled to expire Sept. 30, 2008.

This explains President Bush's announcement that he will repeal a separate executive order on off-shore drilling leaving only the Congressional ban in place.

The gambit by the President will force both houses of the Democrat-led Congress to vote before the elections on keeping the ban in place at a time of record high oil prices and record global demand that has driven domestic gas pump prices to over $4 per gallon.

Even if Speaker Pelosi and Majority Leader Reid are able to pass the ban, they would still have to get the ban past President Bush, either with his signature or by over-riding a veto.

President Bush has laid the groundwork for a battle the environmental extremists and anti-drilling politicians in both (but mainly the Democrats) parties don't want.

Just as the Congress FAILED to make the Bush tax cuts permanent, expect the Congress to make sure that this doesn’t expire.

The leftists currently in control hate America and can’t wait to bring America down.

Anyway you look at this it’s good news for the folks. If their is no vote, the ban expires seeing that it is renewed yearly. This seems to make it ok to drill again if this ban isn’t renewed by sept. 30th. If a vote takes place and it doesn’t have the veto overide votes, it doesn’t pass, and drilling will be allowed this way as well. If their is a vote and it passes, their are definately going to be some seats changing hands in November, rep. or Rats!! Since bush announced this 25 minutes ago the dow has gone up 40 pts. and oil has dropped 50 cents. Their is a mental aspect to this no matter how bad the rats want to castigate phil gramm.

Kristinn, I have watched the news and read the online news and all seem to be saying that Congress has to act. None that I read say that the ban expires Sept 30.

I hope this is correct but am having trouble finding a link.

The good news is that Harry Reid is now having a news conference at 2 pm. I imagine he's livid, I hope so!

I think that even if it doesn't get renewed through legislation the underlying laws that accompanied the moratorium remains in place.

Drilling ships are a different matter...you need dry docks and we just don't have much ship building capacity in the US.

Once again, this is just another problem waiting to be resolved.

Nothing is impossible with the right leadership!

I foresee a chicken livered Congress that might just let it expire without vote or comment. That would be the only way to avoid a political fight they can’t afford to lose at this time.

The guy on CNBC said that an extension of the offshore drilling ban is currently in both the draft House and Senate versions of the Dept of Interior spending bill. The Democrts will have to explain to their envirowhacko base why they are removing it. I think that we are going to see fireworks over this issue over the next few months. It might even lead to a presidential veto of the Dept of Interior spending bill.

Hannity made a bet with some Dim on the air that Obama would flop over to be for drilling offshore by November. LoL!
Obviously, Hannity knew this law was about to sunset.

I wonder if the Republicans in the Senate will have enough cojones to filibuster it.

Filibustering it would allow Democrats to tell their environmental friends that they tried to keep the ban, while not having to go on record voting to keep the ban.

The Republicans should be very happy to allow this to be voted on in an election year. If they lose the vote many those that vote for continuing the ban will have a hard time explaining it to their constituents that are being driven into poverty by gas prices.

Bush can and almost certainly will veto any bill containing an extension of the ban, so Republicans would be wise not to filibuster the legislation.
